When the Water Is Not Hot -
When dealing with this problem, one should first remove the upper thermostat cover plate and check the high-limit switch button. In case it has tripped, reset it. Also check for power at the input terminals of upper thermostat (mostly marked as L2 and L2). If there is no power then check your circuit breakers or the wiring to the water tank heater.
In case of no hot water then the upper thermostat should be applying power to the upper (heating) element and check the voltage at the upper heating element. If there is power at the heating element and even then the element is not getting hot, it needs to be replaced. Also in case of no power at the upper heating element, the upper thermostat needs replacement.
